Established in 1989 by the Local Post Collectors Society, World Local Post Day is the last Monday in January, which happens to be today. I think the URL you wanted is http://localpostcollectors.org/ -- the URL in the post goes to a parked domain. Sadly, though, the actual LPCS site looks to be largely busted. Well, the Philosateleian Post is still going strong!

That's the correct URL, Joe. Our new webmaster is still working on putting together an updated website, but yes, the LPCS is still active--and yes, so is Philosateleian Post. Thanks to Donovan for the mention!
